According to my dictionaries, "project" is a countable noun. I am wondering if the sentence should be written as follows (depending on the context).

1. "... to carry out field study for joining in a Rajin-Khasan railway and port development project between Pyongyang and Moscow..."
2. "to carry out field study for joining in Rajin-Khasan railway and port development projects between Pyongyang and Moscow..."
