In a French accent

He took out a handwritten piece of paper and started reading from it in a French accent.

1) Is this correct?

2) In my story, this is the first time we hear the man speak, so we didn't know he talked with a French accent.

From the sentence, does it sound like he's just speaking English with a French accent or does it sound like he's deliberately doing a French accent?

I don't like it. It is not the piece of paper that is handwritten. Also, how do we know it is handwritten, and why does it matter? Maybe "He took out what looked like a handwritten note …." or "He took out a piece of paper that seemed to be covered in handwriting …."
