Yes,it is a book title. I fotgot to capitalize the first letter of each word. But would it also be possible to mean a book which is about learning English? I fell puzzled.

Our World in English sounds like a book talking about the world, facts and figures in English. From the title I do not feel that it is a book about learning English. Hope it helps.
