In paragraph 4, the last line is

-Surely the one to some extent implies the other.

1. THE ONE means observation(deduction); THE OTHER means deduction(observation); am I correct?

2. If so, then what is the meaning of IMPLY? Dictionaries don't help here. Does it mean CONNECT?

OttoJ -Surely the one to some extent implies the other. I think you're making it too complex. I don't think the one and the other necessarily make up a standard logical structure.
