Implicit condition?

Hari: I am having so much pain at my ankle.

Shyam: I would suggest you to go to the doctor.

Is this conversation correct and does this would in the conversation mean uncertainity or it's a implicit conditional would like "I would suggest you to go to the doctor, if asked for my suggestion".?
