Implicature in the answer to How are you

A : How do you like my new suit

B : Well, your shoes look nice

Implicature of B's utterance: B doesn't like A's new suit.

I know this one.

A : How are you today?

B : Oh, Lansing is the capital of Michigan.

Implicature of B's utterance: B is having a bad day.

Q) I don't understand how B's utterance can imply 'B is having a bad day.'

I don't either, Moon. B's response seems to be the queen of all non sequiturs. It is not a response I have heard. If it is indeed authentic, then I would guess that B converts a remark like 'Oh, lousy!' to another 'L' word, 'Lansing', and then tacks on a relevant predicate.
