Implement vs execute

What the difference between those two? Both mean carry out, perform or put into effect.

Think of the noun "implement." It's a tool, right? You may have a plan - know exactly what you want to achieve - but be unable to act on it because you lack the tool, or tools. When you acquire the tool, you may then implement the plan.
