Implement and introduce

The question,
"Taiwan High-Speed Railway has i__________ed a paperless ticket service to smartphone users, which....... "

The answer given to us is "introduce", which I have doubt that it's correct. But I wrote the answer "implement", which sounds pretty obvious to me. But my teacher told me that there is such phrase as "introduce to", and there is no "implement to". Is that really that important that in order for me to use the word implement, there must be no "to"?
