Impervious to moisture

What does it mean by impervious to moisture? Let’s say this.

The window glass is impervious to moisture. Does it mean moisture doesn’t form on the window glass?


The definition of impervious was not allowing gas or liquid to pass through something but moisture forms on the outside of the surface and not passes through so in that sense it’s not applicable.
