Impersonal passive structures

Please , could you tell me is this correct :
The government is likely to lose the next election. (expect)
- The government is expected to lose the next election .
- It is expected that the government will lose the next election.
I have doubt with this second transformation , I am not sure if I can use will ? Could explain this a bit ?

We only expect things that we don't already know. We know the past. We know the present. We don't know the future.

So the future (the form with "will") is correct in these sentences with "expect".
