Immediate action

Are sentences 1 and 2 correct:

1) This problem requires immediate action to solve.
Meaning: Solving this problem requires immediate action.

2) This building requires immediate action to save.
Meaning: Saving this building requires immediate action.

I don't think they sound right, but I have doubts.
