I/me included?

A recent thread in fr.lettres.langue.anglaise has got me wondering what people here in aue think about I vs. me in the following sentence:
"All personnel, you and I/me included, shall report for duty."

One opinion is that "you and I/me" is the 'object' of "included", so it should be "me". But it seems to me that "included" functions here as a (passive) past participle modifying "you and I/me", which in turn is an appositive phrase qualifying, and so taking its case from, "all personnel".

Of course, it doesn't help that there's interference with the semantically equivalent version "All personnel, including you and me, ...", not to mention the ubiquitous colloquial usage of object pronouns in many places where Miss Thistlebottom would insist on subject forms.

All means all. It's redundant to qualify it by stating who all includes. It automatically includes everyone. So, the sentence

I think Mrs. Thistlebottom thinks it should be "I", as you say, maybe seeing the phrase as short for "you and I being included". But
