is it possible to say:

" I´m open to discuss about that"

"I´m open to hear your comments"

?

No. The basic structure is 'open to something ', so say

HI,

You are open to something, where something is a noun or a grmmar form similar to a noun.

'Hearing' is a gerund, ie the noun-like form of the verb 'hear'.
