I’m not going to be there until/by 8 pm

I’m not going to be there until 8 pm.

Is it possible to comprehend the above sentence as follows?:
1. I'm going there, but I'm going to leave before 8 pm.
2. I'm going there after 8 pm.

Then what about "I'm not going to be there by 8 pm"?
Does this also mean "I'm going there after 8 pm"?
