I'm in trouble understanding the verb "source"

Hi everyone

I came across the following sentence

- The statement was sourced to the secretary of state.


I wonder about meaning of the verb "source" in this sentence.

Does it means the statement was adressed to the secretary of state? Or was it obtained FROM the secretary of state?

That's some sort of jargon. If I came across that, I would just read on, not caring what it meant from such a bad writer. I guess he meant that the secretary was the source, but what's wrong with "attributed"?
