I'm going to be operated on by Dr. Jones.

I am having surgery tomorrow.
I'm going to have surgery in the next few weeks - it depends on the waiting list just how soon.

Because 'operate' is not a transitive verb in this sense, It cannot be followed by a direct object. Therefore, it cannot be used in the passive.

There must be a preposition, 'on', in both active and passive.

Between 'be operated on' and 'be operated upon'? There is no difference; the prepositions are interchangeable there.
