what's the difference between I'm going to and I'm planning to in the conversation?

Dain( talking to a friend)- she doesn't know what this is

'Planning to' emphasizes the existence of a plan more.

Also, you might say 'It's going to rain' but not' It's planning to rain', although this is a prediction, of course, and thus a different scenario.
