I'm glad you have/had time to see me

Hi,
I got this sentence from the radio progrm "Tuning in the USA".
It's a conversion between 2 persons. And one person starts by "I'm glad you had time to see me".

Anyone can explain why use "had time" instead of "have time".

Also I found similar sentense by google like "Glad you made time to see me"
Why use made, instead of make.
