"I'm from ____"?

When someone says "I'm from ______," what could it mean? Is it only restricted to that person being born in that location, or could it be something else? (ex. The person lives in that location, or the person considers that location home)

I was born in Michigan, but I've lived in California most of my life. When I traveled in Canada a few years ago, I was asked where I was from, I said "California". I think that should answer your question.
