I'm confused over this infinitive case.

He was excited to hear the news.


What is the possible interpretation of this sentence?

1. He was excited and wanted to hear the news.(He hadn't heard the news)

2. He was excited after hearing the news.

3. Either 1 or 2 according to context.


I think the right answer is 3 and the meaning of the sentence is quite ambiguous without further context?
