Hello.

The doctor told a patient who smoke two packs of cigarettes a day that he needed to quit smoking completely. "I'll tell you what, doctor," remarked the patient. "I'll cut down to a half of a pack a day."

Here, what does "I'll tell you what" mean?
Could it be used independently? (I mean, without a following sentence-I'll cut down~)
