Could you please shed some light on the underlined part of the sentence? I don't think I understand it. What is the EXACT meaning of "concede" here?
I'll have to look that up,'; she said dubiously, unwilling to concede any ill effects to Home Rule.

Do you have any more context? To me it sounds as if someone has blamed Home Rule (self-government) for some bad things that have happened ("ill effects"), but the speaker is unwilling to agree ("concede") that Home Rule was the cause. ).
