I’ll be seeing you again.

The boy looked at me and said, "I’ll be seeing you again."

I read that sentence, "I’ll be seeing you again.", in a story, where the boy and the "me" had some trouble but an police officer came and told him to leave. The boy is one of bad boys in the town and the "me" doesn't know him at all.

In this context, is that sentence used to emphasize "I'll see you again"? Or are there any differences between them?
I'd like to learn when you usually use "I’ll be seeing you again.".
