I saw this sentence in the forum's CHAT GUIDELINES which is listed as the rule NO.10. So what does this sentence mean? Does it mean " if you break the rule" ?

Here are the rule NO.10:
"10. Debate, discussion, opinions are welcome. They're the foundation of any good community. The best way to know if you're crossing a line is to pay attention to the people around you."

It is a very old saying indeed and seems even to appear in Sanskrit as ??????? ????, which could place it at 4th century BC
