If the pup had been ...

Hi

The boy showed up at home one night with a little three-pound dog tied up, neck and middle, with a rope the size of the Atlantic cable. If the pup had been Houdini himself, he couldn't possibly have escaped.

Does it mean that even if the puppy were Houdini, he couldn't have escaped because he was tied up so strongly?

Yes that's what it means but usually when you're talking about past hypotheticals you use past perfect in the if clause as in If she had come to the party she would have enjoyed it.
