If the matter is herbal ...

Romans loved washing in lavender oil because of its clean, fresh scent.
What they probably did not know is that lavender is an agent that can be applied to the skin to destroy or prevent bacterial growth, sepsis, and putrefaction. If the matter is herbal, it will prevent new growth.

--- I'm not sure I understand what the author is trying to say in the last sentence. I understand she's talking about the growth of bacteria, but why "if the matter is herbal"?

The whole sentence seems somewhat odd to me. I wonder whether "matter" just means "substance"; i.e. if you treat with a herbal substance then it will prevent new bacterial growth.
