If that was what was coming

"He dismissed the suggestion that a no-deal scenario was “more probable than it’s ever been before”, reiterating this was not the government’s aim, and said the UK would be aware if that was what was coming." (The Guardian.)

Does the pronoun "that" mean the same as pronoun "what" in the subordinate clause "if that was what was coming"?
