If someone writes a book, is it better to put two quotation marks or one- i.e "Hi" or 'Hi'?

Some books I've read have 'Hi' written, and most of them have "Hi" written when it shows people meeting for the first time, and same for the other text in conservations throughout the book. I know that usually " " quotation marks are only used for writing and ' ' quotation marks are used in books, but why do authors write " " sometimes, even though they know this? And I have to print a story with lots of conservations. What should I do?
