If---reducing clause

Hi!

At first it seemed to be nothing more than a routine, if damaging, case of counterfeiting in a country where faking it has become an industry.

Can anybody explan "if damaing...industry" to me? What is the subject and the verb in that sentence?

means that the case of counterfeiting initially seemed to be routine (quite typical, nothing special about it), still damaging (produced damage)

No, it's like Marius said. Although counterfeiting is damaging, it's a routine (regular, expected, known to happen) crime. This incident initially appeared to be a routine case of counterfeiting. Apparently it was more than that.
