If or when???

I'VE JUST PLACED A COMMENT IN A BRITISH TABLOID, BUT I'M NOT SURE IF I CORRECTLU USED "IF". SHOULD I HAVE USED "WHEN" IN THE FOLLOWING SENTENCES?

"THOSE POOR RUSSIANS, if they spy on everything and everybody in this world, if they spread misinformation non-stop form their numerous troll farms, if they keep hacking the internet of many countries and their governemnets, then it's ok? But if a navy ship sails near the annexed territory, belonging to Ukraine, then it's bad? P.S. The overwhelming majority of "English-speaking" pro-Russian commentators here are Russkies, in fact."
