Is this sentence wrong if I delete if ?
I don't know they will come or not.

I think that without if, it is: I don't know they will come or not.
And within if, it is: I don't know if they will come.

Yes, you need to keep that if in order for your sentence to be grammatical: I don't know if they will come or not.

Or not, however, is optional.
