The underlined "If ONLY attack produces fear"....
Is it only to be understood only as "If [ONLY attack] produces fear" meaning "There is nothig that produces fear other than attack"?

It cannot be understood as "If attack produces ONLY fear"?

Or it can mean either one according to the context?
