If only

Hi,

If only he agreed.
If only he could agree.

Are both forms okay? Must it be the second because it is subjunctive?

Thanks.

Both are fine. Other tense and modal combinations are possible with different implications. I think to agree can be both stative and dynamic, and this can lead to different interpretations.
