Does this paragraph:

If nothing else, the emergence of such strains of public consciousness and unconsciousness in themselves make the case for the absolute necessity of such urban artworks.

imply:

the existence of such qualities of public consciousness and unconsciousness, if are of no advantage in any way, at least in themselves justify the reason behind the construction of such urban artworks

I'm not sure why you changed "emergence" to "existence" or "strains" to "qualities", but I think you understood it mostly correctly.

"if nothing else" means "even if there is no other use/purpose/advantage/etc." (i.e. apart from the one being mentioned).
