If not?

Hi! everyone.
Could you tell me what the sentence below means?
She received very minimal if not antenatal care.
Does it just mean she received a very little care? If so then why did he mention "antenatal care"? Did she receive antenatal care as well?
Please help me understand it.
Thanking in anticipation.
