If it's all the same to you

What does it mean when someone says *"if it's all the same to you."*?
Does it mean that if the person feel the same and agrees on it?
Also there's another expression which is if *"it's all the same to me"*. I would also like to learn about it.

How? I am not able to understand it how it means *"if you don't mind"*, and with the other examples you have given. Please can you explain about it to me? </p

With "if" it is sometimes used as a reply to a suggestion when you don't want to follow the suggestion. It's almost like "if you don't mind, and even if you do mind". It can have the flavor of "whether you like it or not", but not so rude and aggressive.
