If he is on foot

My mother was knocked down by a car and had to be hospitalized.
The following day the driver came by with a beautiful bouquet of roses. My mother was weak and could barely speak, so I went in and whispered to her, "Mother , the young man who knocked you down is outside. May he come in?" "yes," she whispered back, "If he is on foot."

Could you tell me what this woman meant by "if he is on foot"?

She is making a joke. It means that she doesn't mind if the man walks in, but she doesn't want him driving in.
