If he gets/got

Is this considered a conditional sentence:

I want to see if he gets his card back. And

I want to see if he got his card back.

Would the use of got mean that there's a possibility of not getting his card back..or?

"I want to see if he gets his card back." -- it's yet to be decided whether or not he gets his card back.

"I want to see if he got his card back." -- it's already been decided, but the speaker doesn't yet know the outcome.
