Can I say these?

-If deemed necessary, you may consider locking windows and closing curtains for privacy and security reasons. (=if you are deemed necessary...)

-The application deadline is 3 April 2015 but admission to the programme is made on a rolling basis so interested students are advised to apply as soon as possible to secure their places.
