If conducted by q qualified dentists, where are subject and be verb ???

Please look at this sentence.
" Regular check-up, if conducted by a qualified dentists, will ensure good oral hygiene. "

I know I can't omit subject and be verb in if clause. But as you see, there was no subject and verb in that if clause.

Is the meaning of that "if" same as "whether" ? That's why the subject and be verb were gone ? Please teach me .....
