Which one is correct? And why?

1. If we are to end world poverty, the richer countries will need to make sacrifices.

2. If we end world poverty, the richer countries will need to make sacrifices.

And

1. If we were to end world poverty, the richer countries would need to make sacrifices.

2. If we ended world poverty, the richer countries would need to make sacrifices.
