if clause - tense

a) It would be great if I had the chance to talk with you in person.

b) It would be great if I could have the chance to talk with you in person.

Q.1) Are both correct?

2) Is 'a' the second conditional?

3) Although the second conditional usually expresses something that is unlikely to happen, am I correct to say that in 'a' this is not so and in fact there is no degree of certainty or uncertainty implied at all?
