How come I've seen people type/say this instead of the most formal and correct "if YOU HAVE any questions, please...."??????

Is this legit and correct?

That just seems to be a sloppy contraction in informal spoken English. Such thing happen frequently and usually on an ad hoc basis in conversation. It has no pretensions of correct grammar structure, however.
