If I knew where he is or was I wouldn't tell you.
What is correct 'is' or 'was' its present unreal conditional. Please explain which is correct and why or both can be use

You are actually talking about where he is now, but for some reason in this type of situation the past tense was is often used. I don't know why. Perhaps someone with more insight can weigh in on the matter.

This is the most normal and natural. If you said the others, your listener would assume you meant this one but had misspoken.
