IELTS writting task 2. Should the government carry out and control scientific research

Question 1. Scientific research should be carried out and controlled by the government rather than private companies. Do you agree or disagree?

Scientific research has been extremly focused for the past few years. In fact, both the government and private companies are spending a great deal on discovering new techonologies. This raises a controversy that whether or not the government should conduct and control all scientific researches. I, myself, partly agree with this because of following reasons.

On one hand, it is crucial for the government take all the control in developing the science related to security and defence. In reality, many governments also have the monopoly on researching, producing and trading weapons. This helps the government – the only organization which has police and army force maintain public security as well as consolidate defence power. In addition to this, because trading weapons is prohibited, private sector has no reason to invest in this field. That is to say, scientific research in some special fields should only be carried out and controlled by the government.

On the other hand, I strongly believe that the government ought to encourage private companies to conduct more research and development in many other fields . This is because the government does not have enough resources to cover all. For example, Vietnam government has provided Vingroup the best conditions such as land, policy so that this group can build up the first Vietnam’s car brand and run business very well Thus, it would be mutual benefits if there was a handshake between public sector and private sector in developing scientific research.

In conclusion, whether or not the government should share scientific research depends on the situation. However, in my opinion, in the future, the prospect would be more cooperation between the two areas for the sake of mutual benefits.
