IELTS Writing Task 2 Please help !!!

Topic: The best way for governments to solve the problem of traffic congestion is providing free public transport in 24 hours per day, and seven days a week. To what extent do you agree or disagree?

Answer:

It is considered that providing free public transport 24/7 is the best way to make the traffic flow smooth. In my opinion, there must be some other effective ways to solve the problem of traffic congestion.

Free travelling around the clock may attract everyone to use public transport. From an economic perspective, individuals who travel by bus or MRT can save their travelling costs, for example, fuel costs, parking fee, repair cost which counts a large amount of monthly expense. Moreover, the more people who travel by public transport, the fewer private vehicles on the road. This will decrease the traffic jams and result in better traffic flow.

However, providing free public transport is not the most effective way to solve the problem. From the financial point of view, no matter how cheap travelling by public transport is, people still choose to use their private motorbike and car. They find it more convenient to travel by their own vehicles. They not only care about the costs, but also the convenience and satisfaction.

In conclusion, even if governments reduce the travelling cost to zero, it is unlikely people are encouraged to use public transport instead of private vehicles. They should continue working on how to make the traffic flow smooth.
