IELTS WRITING TASK 2. LEGAL REQUIREMENT TO RECYCLE.

Some people claim that not enough of the waste from home is recycled. They say that the only way to recycling is for governments to make it a legal requirement.

To what extent do you think laws are needed to make people recycle more of their waste?

We are now trying to minimize the effects from waste on the environment by the recycling process. Some people are for the opinion that laws be made to ensure maximized waste recycle capacity. In my opinion, it is not necessary to force people to recycle by laws.

To begin with, making official legal requirements for people to treat their waste properly can be ineffective. It is actually very hard for any administrative body to regulate the treatment of waste on the large scale, let alone on individual level. Hence, making it an obligation for everybody does not guarantee that the policy will be executed with effect and fairness for all, it may even cause misuse and mismanagement of resources and menpower.

Furthermore, there are more effective measures to increase waste recycle rate. The stem of the problem is from people's self-awareness so it is vital that governments raise awareness through education integrated programs for the young and widespread and effective propaganda for the entire population. For instance, schools should have rules stating that students who actively participate in environment protection will be praised while local communities can hold occasional environment-themed meetings.

In conclusion, using force is not the only approach to any particular problem and making rules to make people recycle more is not the sole solution to the waste problem.
