IELTS WRITING TASK 2

TOPIC: Some people believe that professionals, such as doctors and engineers, should be required to work in the country where they did their training. Others believe they should be free to work in another country if they wish.


Whether there should be a binding agreement between learners and authorities that professionals will have to employ in the local country after graduation is controversial. However, I strongly oppose this notion because of several convincing reasons.


On the one hand, there are some reasonable justifications for why this requirement may be insensible. An internal factor is that some graduate students want to find career opportunities in other countries. As many developed countries, such as the United States, have better remunerations and promotion potential, high-skill workforces from developing regions are eager to build their future there. In addition, several external reasons, including environment or weather, can attract doctors or engineers. They may want to live with their families in different countries, while others prefer better welfare services, such as medical care or transport infrastructure.


On the other hand, people point out that learners used many resources and obtained much-advanced knowledge in their learning process. Consequently, they should return their favor by working and contributing to the local economy. Although that explanation is partially true, the requirement should only be effective in a short period, such as four or five years. Furthermore, during the learning sessions, the students had to pay for their tuition fees and other research expense, so after graduation, they do not have any responsibility to the local region and do not need to alter their initial plans.


In conclusion, although a few reasons can support this statement, there are more compelling justifications being able to argue the opposite point. Governments should implement suitable policies to benefit both local countries and professionals.
