Ielts writing task 2.

Some people think that people should be given the right to use freshwater as they like. Others believe governments should strictly control the use of freshwater. Discuss both views and give your own opinion.


Opinions are divided as to whether people are permitted to use fresh water according to their desire or the authorities should apply stringent standards to the amount of water available per head. Personally, I am of the opinion that legal regulations regarding using water should be introduced so that the water source can be utilized as supplies for disadvantaged regions to solve the problem of water shortages in certain regions.


Proponents of the freedom to use freshwater may argue that it is a basic human necessity. Undoubtedly, every household uses freshwater for various purposes such as cooking and drinking with different volumes, which is means that were the government to ban the unlimited use of water, many people would struggle to change their daily routine to acquaint themselves with the new standard. Indeed, a sizable proportion of households will possibly be discontented and regard this new law as an act of violation of human rights. Consequently, once the demand for the right to use freshwater freely is not addressed comprehensively, this will spark outrage in the public.


Nonetheless, advocates of the authorities’ tight management may maintain that this can assist people from disadvantaged regions in overcoming several medical issues. As these people routinely drink and use water from wells or lakes that is not carefully and thoroughly purified due to the poverty of this basic necessity, this will potentially have a corrosive effect on their health through the transmission of certain diseases. The increasing mortality of African communities, especially children, due to hygiene-related diseases perfectly exemplifies this. Thus, the imposition of a new standard to the use of freshwater may allow wealthier nations to actively and comfortably supply fresh water for such disadvantaged regions, hence the alleviation of water insecurity.


In conclusion, though the freedom to gain unlimited access to fresh water may somehow violate human rights, I still assert that it would be more efficacious and proper for this scarce resource to be closely managed by the government as this can help hamper the rising incidence of hygiene-related issues in Third-World areas.
