IELTS WRITING TASK 1 + 2

Task 1:

The given chart illustrates the proportion of women working at the parliament in five countries in Europe between 2000 and 2012.

It is noticeable that the rate of female as members of parliament in all but one of the five countries increased over the period shown. While Germany generally has the highest percentage of women serving for the parliament, the UK witnessed the most significant rise in the proportion of female members.

From 2000 to 2004, the percentage of female members in Belgium parliament rose from around 17% in 2000 to 22% in 2004, which was an increase of 7%. Italy was the second country in the given chart to hold the most significant rate of parliament female members after Germany, which had the figure increased approximately 6% from 2000 to 2004.

In 2008, the proportion of English women in parliament increased dramatically to doubled that of 2004. The figure was nearly 10% in 2004 and stood at 20% in 2008. After this steep rise, the percentage of parliament female members in the UK continued to rise gradually to about 23% in 2012. In contrast, from 2008 to 2012, the same rate in Belgium declined from 24% to 23%, which shared the similar percentage with the UK.

Task 2:

Today, as car density is getting increasingly higher, more money is needed to enhance the road system. Whether the government or drivers should take in charge this money remains a subject of heated debate. Since enhancing the road system of a country requires an enormous funding to execute, I am firmly convinced that the government should be accountable for improving the system.

Minor alterations in road system could be done by the drivers. By doing this, drivers can change the status of the road base on the immediate need. For example, if there was a hole or obstacle on the road, which may block the flow of vehicles, drivers would independently use their money to resurface the path. Therefore, by actively repairing the road, drivers could save their time and end up with efficiency.

On the other hand, on larger scale, especially in reducing traffic congestion, the government should channel its money in enhancing the road system. In order to resolve the congestion, government is the only entity capable of controlling the situation due to its ability to cover the whole picture. For instance, depends on the car density of a specific region, the government can put more signposts and traffic lights in order to navigate and regulate the flow of vehicles. Moreover, in aiming to relieve the traffic jam, the government could channel money in facilitating the country with more public transportation such as buses and trains. As this improvement requires an exorbitant cost, it is unaffordable for the drivers to cover the money.

In conclusion, whilst minor changes in road system can be responsible by the drivers, I believe that when it comes to solving problems related to road system in larger scale, government should be the entity to cover the cost.
